
The key role of the position is working as a team member in supporting and enhancing passenger and crew clearance at Australian international airports and passenger clearance at Australian international seaports through developing and implementing operational policy. The position will involve responsibility, under direction, for the development and implementation of passenger operations policy, the preparation of briefs and reports and communication and liaison with stakeholders on some of the following policy subject matters: • legislative, privacy and freedom of information issues; • policy matters relating to duties that Customs and Border Protection undertakes on behalf of other agencies; • content of sections of training packages, Practice Statements and Instructions and Guidelines; • the Tourist Refund Scheme; • assessment and examination of passengers and crew; and • application of passenger duty concessions. The occupants will need to think strategically and be responsive to the challenges of the dynamic airport and seaport environments. Strong liaison skills and experience in interpreting policy and legislation as well as analytical skills issues would also be an advantage. Some interstate travel may be required. The position may also be responsible for supervising a Customs Level 2 officer, and will work under the direction of a Manager, Passenger Policy. Key Responsibilities: • Interpreting legislation and policy. • Developing, implementing and maintaining, with direction, nationally consistent policy and procedures relating to passenger operations at Australian international airports and seaports. • Providing input to specific policy projects and contribute to the co-ordination of the delivery of Passenger Policy initiatives, including: o development and maintenance of documentation; o engagement with Government and industry stakeholders; o reporting; and o administrative and secretariat functions. • Preparing quality reports, briefs and responses to ministerial correspondence, parliamentary committees, briefs and related communication. • Establishing mechanisms for, and maintain effective communications with stakeholders. • Development and review of national Practice Statements and Instructions and Guidelines. • Performing the general duties required of a Customs and Border Protection Level 3 in the Passenger Operations Branch. • Being an effective team member and contributing to team outcomes. • Under direction, supervising a Level 2 team member including managing staff performance, conducting performance assessment, coaching, mentoring and on-the-job training.
